Community League Rules

Goals:

  1. Have Fun
  2. Build Self-esteem
  3. Teach fundamental basketball skills
  4. Promote team play

Facilities/Equipment:

  • 4-5 COED - Youth ball (27.5) / eight foot hoops - clinics each weekend at Broadneck Elementary or Windsor Farms Elementary
  • 6-7 COED - Youth ball (27.5) - eight foot hoops - weekly practice and games / Games will be played at Broadneck Elementary or Windsor Farms Elementary
  • 8-9 Girls - Youth ball (27.5) / nine foot hoops /no full court press / Games will be played at Broadneck Elementary or Windsor Farms Elementary
  • 8-9 Boys - Intermediate Ball (28.5)/ nine foot hoops/no full court press / Games will be played at Broadneck Elementary or Windsor Farms Elementary
  • 10-11 Girls and 10-11 Boys - Intermediate ball (28.5) / Games will be played at Severn River Middle School - some overflow may need to be played at an elementary school
  • 12-13 Official Ball (29.5) / Games will be played at Severn River Middle School

We will follow the National High School Federation Rules with the following exceptions:

Each game will consist of (4) four, (8) eight minute quarters. The clock will be a running clock that will only stop for time outs, injuries, substitutions, shooting fouls(clock will restart after the ball hits the rim on the foul shot), and the last (2) two minutes of the second and fourth quarters the clock stops for all normal whistles. Breaks between the quarters will be one minute in length. Half time is five minutes in length or what time allows. If the game is tied at the end of regulation, there will be a (2) minute overtime period. If the game is still tied it will be recorded as a tie.

Each team is allowed (2) two time outs per game. No carryover into overtime. Each time out is one minute in length. Overtime each team will receive (1) one, (1) one minute timeout.

There will be a stoppage in play after (4) four minutes for substitutions. Please have players ready. All players must play at least half or the equivalent amount of time based on the number of players at the present game. Remember this not a time out. There are no substitutions allowed. unless there is an injury.

If a team is leading by (10) or more points, full court press will not be allowed.

The clock will stop the last two minutes of the second and fourth quarter on the whistle for a foul or violation, and in overtime.

Fast breaks are allowed and encouraged.

Defense:

  • COED 6-7 Man to Man defense only. Defenders must stay behind the top of the key extended. (Imaginary straight line from sideline to sideline from the top of the 3pt. arc) No isolation plays for the best player. We are trying to instill proper defensive positioning. Slide your feet. No traps or double teams. No three's. No standings or score is kept and no playoffs. Coaches are referees.

  • 8-9 - Man to Man defense only. Defenders must stay behind the top of the key extended. (Imaginary straight line from sideline to sideline from the top of the 3pt. arc). The last 2 minutes of the half and game defense is allowed to play at half court. 10 point mercy rule, no half-court defense if the team is winning by 10 or more. No isolation plays for the best player. We are trying to instill proper defensive positioning. Slide your feet. No traps or double teams. No three's. Standings are kept by the age group coordinator. There will be 2 referees per game with a scorekeeper.

  • 10-11 Girls and Boys - Man to Man defense only. No isolation plays for the best player. We are trying to instill proper defensive positioning. No traps or double teams. Three points allowed if court is marked. Age Group Coordinator will post standings for end of season tournament purposes. Teams are allowed to full court press for the last 2 minutes of the second and fourth quarter. 10 point mercy rule in effect, no press if up by 10 or more. There will be 2 referees per game with a scorekeeper

  • 12-13 Boys and Girls - Man to Man defense only. We are trying to instill proper defensive positioning. Slide your feet. No traps or double teams. Full court press is allowed the last two minutes of second and fourth quarter. 10 point mercy rule, no press if up by 10 or more. There will be 2 referees per game with a scorekeeper

  • 1st violation for failure to play man to man is delay of game. 2nd and subsequent violations is direct technical to coach

Only head coach and assistant are allowed on bench. Only the head coach is allowed to stand. All coaches must stay on sideline unless acting as referee or attending to injured player

League commissioner will make any and all schedule changes/cancellations. Whenever AACPS are closed due to poor weather or holiday all practices and games are cancelled. Phone (410 222-7312) www.aacounty.org/recparks/cancellations
